PERSONNEL

a. To record a change in assignment for Jared Bailey from Senior Detention Officer to Patrol Deputy with the Panola County Sheriff’s Department effective January 1, 2020 at the rate of $21.92 per hour.

b. To record a change in assignment for Shelly Avery from Detention Officer to Senior Detention Officer with the Panola County Sheriff’s Department effective January 1, 2020 at the rate of $16.80 per hour.

c. To record a change in assignment for Travis Wilson from Reserve Deputy to Patrol Deputy with the Panola County Sheriff’s Department effective January 8, 2020 at the rate of $21.92 per hour.

d. To record the employment of Vanessa Massey as a temporary employee in the Voter Registration Office effective February 18, 2020 and ending March 4, 2020 at the rate of $10.00 per hour.

e. To record an increase in salary to $15.33 per hour for Lauren Rogers, Deputy Clerk in the Panola County Tax Assessor’s Office effective January 20, 2020.

f. To record the employment of Craig Fletcher as an Assistant Criminal District Attorney for Panola County to assist the Criminal District Attorney with the investigation and prosecution of Cause #2017-C-0317; #2017-C-052; and #2015-C-0208, effective January 6, 2020 at the rate of $150 per hour plus expenses.

g. To record the employment of Gregg County Assistant Criminal District Attorney, April Sikes to assist in the investigation and prosecution of Defendant, Gregory DeWayne Newson, effective January 8, 2020 and will only be reimbursed for her expenses.

h. To record the employment of Collin Underwood as an Assistant Criminal District Attorney to assist the Criminal District Attorney with the investigation and prosecution of Cause #2017-C-0268; #2017-C-0269; #2018-C-050; #2017-C-0319; #2017-C-0260; #2017-C-0261; #2017-C-0262; #2017-C-0271; #2017-C-0272; and #2017-C-0273, effective December 3, 2019 at the rate of $150 per hour plus expenses.

ROAD & BRIDGE

a. To approve and record a request by Eastex Telephone Co-op to bore fiber optic phone lines within the right-of-way of Panola County Roads #256, #257, and #258.

b. To approve and record a request by XTO Energy, Inc. to place a 10" above ground waterline (lay flat in bar ditch) within the right-of-way of Panola County Road #307.

c. To approve and record a request by BTA ETG Gathering LLC to place thirty (30) inch OD lines within the right-of-way of Panola County Roads #3123, #3121, #336, #3373, #3224, #331, #3311, #328, #3392, #335, #328, #337 (2), #338 (2), #339 (2), #326, #301, #401, #3101, #311, & #322.

MISCELLANEOUS

a. To record Racial Profiling Report for Fiscal Year 2019 for Panola County Sheriff Kevin Lake.

b. To record Racial Profiling Report for Fiscal Year 2019 for Panola County Constable, Precincts #1 and #4, Bryan Murff.

c. To record Racial Profiling Report for Fiscal Year 2019 for Panola County Constable, Precinct #2 and #3, Charlie Blue.

d. To ratify and record a date change from January 6th to January 7th, 2020, effective date of employment for Raymond Smith, Driver, for Panola County Road & Bridge Department, Precinct #4.

e. To approve and record 2019 Budget Amendment No. 25.

f. To approve and record 2020 Budget Amendment No. 3.

g. To ratify and record an agreement between East Texas Open Door, Inc. and Panola County.

a. To approve and record a Request for Attendance at a Conference form(s) for the following Panola County elected official(s)/employee(s): Panola County Tax Assessor/Collector Holly Gibbs (2); and Panola County Tax Assessor/Collector Chief Deputy Cassandra Brooks (2); PCSD Criminal Investigator James Ferris; Panola County Justice of the Peace, Precincts #1 and #4, David A. Gray; and Panola County Deputy Constable, Precincts #2 & #3, Jeremy Nagle.

5. To approve payment of current Panola County bills as prepared and submitted by the County Auditor.

6. To approve payment of current Panola County payroll as prepared and submitted by the County Treasurer.

7. Presentation by Shelia Harris and Lee Dudley to introduce Clarissa Sents as FCH Agent Candidate for Panola County for Court’s approval pending drug test and physical effective February 2, 2020 at the rate of $17,265 per year with a travel allowance as budgeted.

8. To discuss and act upon proclaiming the week of January 26 - February 1, 2020 as Panola County School Choice Week in Panola County.

9. To discuss and act upon approving the employment of Joshua Born as a Driver with Panola County Road & Bridge Department, Precinct #2, at the rate of $14.60 per hour effective January 22, 2020.

10. To discuss and act upon approving the employment of Rodney Cole as an Operator with Panola County Road & Bridge Department, Precinct #3, at the rate of $17.99 per hour effective January 22, 2020.

11. To discuss and act upon approving the employment of Terry Goodwin as an Operator with Panola County Road & Bridge Department, Precinct #4, at the rate of $18.82 per hour effective January 22, 2020.

12. To discuss and act upon approving Hanger Lease Agreement at Panola County Airport-Sharpe Field between Panola County and Charles T. Bailey.

13. To discuss and act upon approving a quote from Verizon for 19 election Mi-Fi units for the Elections Office.

14. To discuss and act upon approving an Order of General Election for March 3, 2020.

15. To discuss and act upon approving the request from Panola County AgriLife Extension Office to locate a bulletin board in the main hallway of the ground floor within the courthouse.

16. To discuss and act upon approving an IHS Non-Exclusive License Agreement between Panola County, Texas and Indigent Healthcare Solutions, Ltd. for the use of IHS software programs and related materials as it pertains to Panola County Indigents.
