PERSONNEL

a. To record the employment of Luke Perkins as a Detention Officer with the Panola County Sheriff’s Department effective July 27, 2019 at the rate of $14.19 per hour.

b. To record the separation of Michale Harrison, as an Operator for Panola County Road & Bridge Department, Precinct #3 effective July 29, 2019 at 9:00 a.m.

c. To record the appointment of Billy Alexander as a Reserve Deputy with the Panola County Constable, Precinct #1 & #4, effective September 11, 2019.

d. To record the resignation of Tevin Ratcliff as a Detention Corporal with the Panola County Sheriff’s Department effective August 2, 2019.

e. To record a change in status of appointment for Colton McNair from Detention Officer to Detention Corporal with the Panola County Sheriff’s Department effective August 3, 2019 at the rate of $16.93 per hour.

f. To record the retirement of Greg Windham, as a Foreman for Panola County Road & Bridge Department, Precinct #1, effective September 9, 2019.

a. None.

MISCELLANEOUS

a. To approve minutes of Commissioners’ Court meetings held during the month of July, 2019.

b. To approve and record 2019 Budget Amendment No. 14.

c. To authorize the County Judge to advertise for sealed bids for the lease of 130 acres of specified land at the Panola County Airport — Sharpe Field for the sole purpose of cutting and baling hay. Bids will be opened at a future meeting of the Panola County Commissioners’ Court scheduled for Tuesday, September 3, 2019 at 1:30 o’clock p.m. Specifications available in the County Judge’s Office, 110 S. Sycamore, Room 216-A.

d. To record Holly Gibbs, Tax Assessor-Collector Continuing Education Transcript for reporting period March 1, 2019 through February 28, 2020; and to record Maintenance Transcript for reporting period January 1, 2019 through December 31, 2019.

e. To record copy of Panola County Juvenile Probation Department Proposed FY-2019 Budget Amendment #3 and FY-2020 Proposed Budget for the Juvenile Probation Department; and to record written statement containing the date, time and place said adjustments, documents, and budgets will be considered for approval and recording.

To approve and record a Request for Attendance at a Conference form(s) for the following Panola County elected official(s)/employee(s): Panola County Tax Assessor/Collector Holly Gibbs; Panola County Tax Assessor/Collector Deputy Kara Holiman; Panola County Sheriff Kevin Lake; PCSD Deputies Greg Almeida, Shelbye Almeida, Gary Beatriz, Heather Green, Jeff Ivy, Adam Jones, Colton McNair, Jeff Scarborough, Alan Smith, James Ferris; PCSD Secretary Hollie Mojica; and Panola County Justice of the Peace, Precincts #1 & #4 David Gray.

5. To approve payment of current Panola County bills as prepared and submitted by the County Auditor.

6. To approve payment of current Panola County payroll as prepared and submitted by the County Treasurer.

7. To discuss and act upon proclaiming June 15, 2019 as Panola College Rodeo National Championship Day.

8. To recognize 4-H members and hear presentation from Lee Dudley regarding 4-H summer events.

9. To receive effective and roll back tax rate schedule from Tax Assessor/Collector Holly Gibbs

10. To set Panola County Budget Hearing for Fiscal Year 2020 on August 20, 2019 at 1:35 p.m.; to set the adoption of the Fiscal Year 2020 Budget on August 20, 2019 at the conclusion of the budget hearing and to authorize publication of same in accordance with the requirements of laws and regulations applicable thereto. (Local Government Code, Sections 111.007).

11. To authorize the County Judge to publish proposed salaries and allowances of Panola County Elected Officials as set out in the proposed Budget for Fiscal Year 2020 and to set the adoption of such salaries on August 20, 2019 after adoption of the Budget for Fiscal Year 2020 in accordance with the requirements of laws and regulations applicable thereto. (Local Government Code, Section 152.013)

12. To discuss amount of revenue to be raised. If the proposed tax rate exceeds the effective tax rate, take a record vote and schedule public hearings for August 9, 2019 at 9:00 a.m. and August 12, 2019 at 9:00 a.m., and authorize applicable publications. (Tax Code, Section 26.05)

13. To discuss and act upon approving 2020 Texas County and District Retirement System Proposed Plan and authorize County Judge to sign and submit appropriate authorizations.

14. To approve and record Texas Association of Counties — County Choice Final Plan Selection Form — Choice 700 medical/health insurance benefits and renewal rates for Panola County elected officials and employees for the period December 1, 2019 to November 30, 2020; and to authorize any surplus distribution deposited to the Retiree Health Trust Fund.

15. To discuss and act upon whether to impose extra fees on vehicle registration in Panola County.

16. To discuss and act upon approving an Interlocal Agreement for 9-1-1 Public Safety Answering Point Services between Panola County and East Texas Council of Governments.

17. To discuss and act upon approving an Agreement for Funding of 9-1-1 Database Maintenance Activities between Panola County and East Texas Council of Governments for 2020-2021.

18. To discuss and act upon approving an increase in salary of .55 cents per hour for Melanie Earle, Panola County Warehouse Coordinator, effective September 2, 2019.

19. To discuss and act upon approving a change in status of employment for Billy Alexander from Deputy Constable, Pct #1 & #4, to Foreman for the Panola County Road & Bridge Department, Precinct #1, effective September 10, 2019 at the rate of $3,876.91 per month.

20. To discuss and act upon approving a change in status of employment for Jason Ross from Operator to Mechanic for the Panola County Road & Bridge Department, Precinct #4 effective August 19, 2019 at the rate of $21.76 per hour.

21. To discuss and act upon approving a change in status of employment for Luther Fannin from Mechanic to Operator for the Panola County Road & Bridge Department, Precinct #4 effective August 19, 2019 at the rate of $18.27 per hour.

22. To discuss and act upon approving a Quote from Holt Cat The Rental Store for rental equipment for use by the Panola County Road & Bridge Department, Precinct #3.

23. To discuss and act upon approving an Order of General Election for November 5, 2019.

24. To discuss and act upon approving the purchase of meals and gas for transport officers through the CitiBank One Card Program.
