OPEN MEETING:

1. CITIZEN COMMENTS: This is for citizens to comment on any subject not on the current agenda concerning county business. Members of the Court may answer direct questions, but any action from this item must be scheduled on a future agenda.

4. CONSENT ITEMS:

PERSONNEL

a. To rescind the offer of employment for Michael Atwood, Temporary Operator, Panola County Road & Bridge Department, Precinct #3, that was to be effective April 12, 2021 until October 8, 2021 at the rate of $18.82 per hour.

b. To record the employment of Bobby Henley as Temporary Operator with Panola County Road & Bridge Department, Precinct #3 effective May 10, 2021 and ending October 22, 2021 at the rate of $18.82 per hour.

c. To record the employment of James Welch as Temporary Operator with Panola County Road & Bridge Department, Precinct #2 effective April 28, 2021 and ending October 28, 2021 at the rate of $18.82 per hour.

d. To record the separation of Staci Michelle Shrontz as Deputy Clerk with the Panola County Clerk’s office effective April 16, 2021 at 5:00 p.m.

e. To record the employment of Anson Jones as Temporary Operator with Panola County Road & Bridge Department, Precinct #1 effective May 10, 2021 and ending October 22, 2021 at the rate of $18.82 per hour.

f. To record a change in status for Colton McNair from Detention Officer to Patrol Deputy effective April 24, 2021 at the rate of $21.92 per hour.

ROAD & BRIDGE

a. To approve and record a request by AMP II ETX Gathering II, LLC to place 16" lines within the right-of-way of Panola County Roads #455, #456, #459, & #467.

b. To approve and record a request by R. Lacy Services, Ltd. to place a 12" line within the right-of-way of Panola County Road #309.

c. To approve and record a request by Eastex Telephone Co-op to place a 1 ½" line within the right-of-way of Panola County Road #3122.

d. To approve and record a request by KJECO, LLC to place a fusion bonded 3" ID steel water transfer line and two fusion bonded 6" ID steel gas pipelines by directional boring under, across and within the right-of-way of Panola County Road #155.

MISCELLANEOUS

a. To record Statement of Officer and Oath of Office forms for NET RMA Board member Jim Payne.

b. To accept and record a donation from Texas Sabine River Authority for 18-20 large tarps.

c. To ratify and record Content License Agreement entered into by and between HERE and Panola County.

d. To approve and record 2021 Budget Amendment No. 9.

a. 10. To discuss and act upon approving the transfer of one (1) 2014 Dodge Cab & Chassis , Unit #1406, VIN #3C7WRTCL0EG223474 from Panola County Road & Bridge, Precinct #1 to 911 Rural Addressing.

11. To discuss and act upon cancelling 2021 Towing Bid Contract with Action Towing; and to authorize the County Judge to notify Action Towing of said cancellation.

12. To discuss and act upon approving a quote from Fortinet for a Firewall (UTM Protection) for Panola County Courthouse.

13. To authorize the County Judge to publish legal notice regarding the auction beginning May 27, 2021 at 10:00 a.m. by LoneStar Auctioneers, License No. 12299 for the sale of vehicles, equipment and scrap previously declared surplus by the Court.

14. To discuss and act upon approving the purchase of a Ford F-350 from Chastang Enterprises Houston LLC, BuyBoard contract #601-19 for use by Panola County Road and Bridge Department Tire Mechanic.

15. To discuss and act upon approving $10,000 disaster relief grant money received from Texas Sabine River Authority to be allocated for diesel for Panola County Road & Bridge Departments, Precinct #1 and Precinct #4 budgets.
